Recommendation 12 of the Stephen Lawrence Inquiry Report states that the definition of a racist incident should be: ”any incident which is perceived to be racist by the victim or by any other person”
- Racial harassment of any kind is a crime and can include:
- Verbal abuse and threatening behaviour.
- Criminal damage such as racist graffiti or broken windows.
- Assaults
- Harassment (behaviour that causes the victim alarm or distress)
- Any activity which aims to deter a person from occupying a particular property
- Sending a letter/article containing
- indecent or grossly offensive messages or threats
- Threatening and abusive telephone calls
- Arson
